There was a Ramona disaster preparedness committee that was a subcommittee to the planning group in the early '90's. We examined a number of limitations that will exist in Ramona during a prolonged event. First, it is essential to keep the roads clear for emergency vehicles and livestock trailers. We must evacuate within Ramona. That requires coordination of efforts locally. We need traffic controllers, radio networking, teams like CERT, and a plan than the teams know for property execution. The County will never be able to handle the situation.
